Michael Moore, former advertising sales director of Express Newspapers, has been promoted to managing director of The European. He was commercial manager of the newspaper.

The European Broadcasting Union, The World Federation of Advertisers, The European Association of Advertising Agencies and the European Audience Research Group are proposing to harmonise TV audience measurement across the world.

The BBC and commercial radio stations both registered a decline in listeners and listening in the second quarter Rajar figures published last week. Falls were registered by Classic FM, Radio One and Capital Radio’s two services in London. Talk Radio and local commercial stations recorded slight increases.

Boots has pulled the autumn issue of its customer magazine, the second time the title has ceased publication. Its publisher, Redwood, maintains the summer 1997 issue will be produced as scheduled.

BSkyB has signed a three-year contract with Press Association News for the provision of news, sport and listings for Sky Text.

Meridian, the ITV region, has been reprimanded by the Independent Television Commission for refusing to air promos for Channel 4’s broadcast of Four Weddings and a Funeral.

The Guardian is launching a new comment and analysis section – The Week – on Saturdays. The paper is also rolling out the A5 Guide nationally from September.

UK Gold & UK Living has promoted Andrea Sullivan, head of affiliate relations, to distribution and trade marketing director.
