The ITC has granted two restricted service licences for small-scale TV services covering Manchester and Leicester. Manchester Student Television will broadcast entertainment, music, arts and community programmes targeting the area’s youth and student population. Midland Broadcasting Corporation will target Leicester’s large Asian population.

IPC Magazines has appointed Janey Pilkington as ad manager of the Women’s Weeklies Group. Pilkington is currently a group head at the Express.

EMAP Elan has appointed Ilse Crawford as editor-in-chief of Elle Decoration, with responsibility for launching an Elle Decoration-branded home design consultancy.

Wolff Olins, Channel 5’s design agency, has created a corporate logo for Pepsi (right), for use on merchandising surrounding The Pepsi Chart programme on Channel 5.

Diet Pepsi plans to put the fizz back into fashion by sponsoring a catwalk at the 1998 Cosmopolitan Show. Low-calorie Robinsons Fruit & Barley will also sponsor the Health & Fitness Stage for the show at Earls Court in May. The show is organised by the publishers of Cosmopolitan, the National Magazine Company.

NatWest has launched a press and poster campaign through Ammirati Puris Lintas to promote its range of financial services to existing customers. Ian Schooler, NatWest’s head of brand communication, says the four-month campaign is designed to promote ‘more consistent brand values’ across its print advertising.

Express Newspapers has launched an outdoor poster campaign to promote its Express Sport on Sunday section this week covering 900 poster sites, as part of a 1.5m ad campaign through Lowe Howard-Spink.

John Brown Publishing is to launch ‘foodie’ title Food Illustrated in March, aimed at ‘anyone with a fascination for food, both amateur and professional’, with a cover price of 2.95. Sister title Gardens Illustrated will also shift from bi-monthly to ten issues a year in April, after five years of publication.

Reebok has launched two new interactive magazines on CD-Rom in the US this month, called Pulp and Anthem, which focus on basketball and women’s sports.

Buena Vista Home Entertainment has booked an outdoor campaign through BBJ Media to promote the video release of Disney film Peter Pan in the UK. The campaign covers roadside posters, a 500,000 booking through JC Decaux of six-sheet Citylights on 5,000 sites, and exclusive booking of six-sheet Adlights sites on Asda supermarket properties.
