The Central Office of Information (COI) is reviewing the &£7m plus Army recruitment creative and media accounts as part of a shake-up affecting all advertising and marketing services suppliers.

Saatchi & Saatchi holds the Army recruitment creative account and handles media planning. Media buying is through MediaVest. Other media agencies, including MediaCom TMB, Universal McCann and Carat work on different Army accounts.

The COI has issued a tender document covering everything from advertising, media planning and buying to PR and marketing planning. A minimum of three agencies will be invited to pitch for the business.

The contract will be for up to five years, subject to annual renewal and the deadline for requests to participate in the process is December 29. The COI intends to award the contract by April 1 2001 on behalf of Recruiting Group, part of the Army Training and Recruiting Agency.

The COI says the successful agency will need to have a regional network capable of providing account management support to 10 brigade areas across the UK.
