Ofcom has announced plans for the creation of a public service publisher (PSP) that will focus on generating new media content. The organisation will be based outside of London.
The PSP would provide public service broadcasting over new media platforms such as broadband, mobile and digital broadcasting. It would also ensure suppliers deliver UK-originated public service content.
An Ofcom spokesman said: "The PSP could be a new organisation or be attached to an existing media provider. It would commission content, have it produced by someone else, then take back responsibility for the content, for use on platforms such as the internet or radio."
The initial findings of an Ofcom report last year found the PSP could offer the public enhanced new media experience. It will also offer audiences downloadable audio and video content but will encourage user-generated content.
The spokesman adds: "Content is not all going to look like existing television. Content is going to be much more interactive, with users able to manipulate it and send it out themselves."
Ofcom is currently seeking industry views on the plans and believes an initial budget of between £50m and £100m per year would be needed to run the organisation and provide content.
