Delaney Lund Knox Warren & Partners has been appointed by the Department of Communities and Local Government to promote the launch of its Energy Performance Certificates.

The agency won the business following a pitch against Rainey Kelly Campbell Roalfe/Y&R and Leo Burnett, which was handled by COI Communications.

DLKW will create a launch strategy to back the introduction of the Energy Performance Certificates to both consumers and businesses, as well as follow-up campaigns.

The certificates show a property has met energy usage targets set out in the European Buildings Directive. After June this year, anyone building, selling or renting a property will require one.

The Department of Communities and Local Government, which was formerly known as the Office of the Deputy Prime Minister, is also looking for an agency to handle communications planning for the launch of the certificates. ZenithOptimedia, BLM, MindShare and Rise Communications are pitching for the communications planning brief.

Leo Burnett won the £6m account to support the launch of Home Information Packs from the Office of the Deputy Prime Minister in 2005 following a pitch against Rainey Kelly Campbell Roalfe/Y&R and Abbott Mead Vickers.BBDO.

The agency created advertising highlighting the need to provide house buyers with a pack containing relevant details about the property.
