There are currently 13 agencies on the roster including Carat, MediaCom, Mindshare, UM and Naked Communications.
The review is expected to start in October ahead of the expiration of the current planning framework in March next year.
A spokeswoman for the COI says: “We will be redefining the framework in the light of how we see communications planning needs for government communications evolving over the next few years.”
The move comes a month after the COI announced a review of its media buying roster with a view to consolidating into one agency.
It is due to hold a pitch later this year, which will follow a review of the existing framework led by Douglas McArthur, founder of the Radio Advertising Bureau.
Incumbents on the roster are Carat, Starcom, Mediacom, digital agency i-Level and outdoor company Posterscope.
