The Wholesale Applications Community is backed by operator trade body the GSMA and handset manufacturers LG, Samsung and Sony Ericsson.
Its aim is to allow developers to create apps that will work on the phones of more than 3bn subscribers globally.
The alliance initially plans to aggregate existing developer communities into one place to make it simpler for new entrants.
Rob Conway, CEO of the GSMA, said the alliance would boost the number of apps available for consumers.
“This is tremendously exciting and will serve to catalyse the development of a range of innovative cross-device, cross-operator applications,” he said.
